Vietnamese tech startups expect groundbreaking policies under new Resolution 57 – VietNamNet

The Politburo’s Resolution 57 is described as an important thematic resolution to develop Vietnam’s science and technology, and to accelerate digital transformation with revolutionary viewpoints, tasks and solutions.

As a pivotal resolution on breakthroughs in the development of science, technology, innovation, and digital transformation, the resolution is likened to ‘Khoan 10’ (household contracting mechanism, reform in agriculture) which paves the way for science and technology development.

Vietnam’s digital technology industry has made significant progress. On the sidelines of the 6th Make in Vietnam Forum, VietNamNet spoke with Dang Thi Anh Tuyet, founder of MedCAT. The founder of the startup shared her perspective on the impact of the Make in Vietnam initiative on the development of Vietnamese startups.

What do you, as an attendant at the sixth Make in Vietnam Forum, think about the growth of Vietnamese digital technology businesses since the Make in Vietnam initiative was launched? 

Since the Ministry of Information and Communications (MIC) initiated the Make in Vietnam spirit, I have noticed a clear change in the mindset of businesses that we must develop products in Vietnam, for Vietnam, which can compete globally.

Since then, many new products and technologies have been introduced by Vietnamese companies to the market. I think this is a great result stemming from the forum’s influence.

The Vietnamese value in total revenue of the ICT industry accounts for 32 percent and the ministry wants to raise the proportion to 50 percent by 2030. From a technologist’s perspective, how do you think we should address this challenge?

We have a clear strategy, and ministries and branches, especially MIC, have aroused the national pride, fostering creativity and the ‘dare to think, dare to do’ spirit among Vietnamese companies.

We have a market which has been expanding unceasingly, while the competitiveness of Vietnamese digital firms in international markets is increasing.

After setting up a clear strategy and building up correct recognition of our capabilities to create ‘Make in Vietnam’ products, we need to have suitable mechanisms and policies to support businesses. If we do that, I believe the goal is entirely achievable.

From a personal perspective, I can see that the Vietnamese market has specific demands. As Vietnamese, we have the best understanding of our market needs.

Recently, many talented overseas Vietnamese have expressed their desire to return to Vietnam and contribute to the country’s development. Young people are eager to create Make in Vietnam products that serve Vietnamese people.

This is an excellent condition for us to produce high-quality, high-tech Make in Vietnam products.

Is Resolution 57, focusing on breakthroughs in science, technology, innovation, and digital transformation, the groundbreaking solution to boost digital technology enterprises?

Resolution 57, recently issued by the Politburo, is a significant motivation for technologists. Once it gets implemented, digital technology enterprises and innovative startups in Vietnam are expected to receive more support.

I hope Vietnam will create policies that help build a technological firm ecosystem. The Vietnamese technological ecosystem, besides pioneering firms, also needs smaller players to develop sustainably.

To reach that end, we need closer support policies for small and medium enterprises, especially startups working in new and high-tech fields with breakthrough potential.

What is considered groundbreaking may not yet have precedents to compare to. Therefore, we need support mechanisms to help bring products and applications into practical use as quickly as possible, thus obtaining feedback from users soon.

In general, what is called a ‘breakthrough’ doesn’t have any previous model to compare with. Therefore, we really need support mechanisms that help put all products and applications into practical use as quickly as possible, thereby quickly collecting reviews from users.

This will further promote businesses that already have good products ready to be put into use.

With favorable policies for science and technology, what do you expect for the development of Vietnamese digital technology enterprises?

I believe that in the immediate time, Vietnamese digital technology enterprises will flourish. Vietnamese people have an inherent passion for learning and excel in natural sciences. Understanding the market and customer needs is increasingly prioritized. With changes in awareness coupled with clear strategic directions, Vietnam will surely achieve its set goals soon.
